Unlike most existing studies, which predominantly focus on compliance<br>or prudential rules, this article highlights the need to transition from compliance-based banking supervision to a<br>proactive supervisory framework that can anticipate shocks. It contributes to the scientific literature on banking<br>supervision by redefining supervision not merely as a regulatory obligation but as a strategic investment in the<br>long-term sustainability of the banking sector. A key innovation of the article lies in linking supervisory efficiency<br>with sustainable funding mechanisms, qualified human capital, and technological innovation. While these elements<br>are often discussed separately in the literature, they are rarely integrated into a comprehensive analysis. The article<br>examines the experiences of various countries in financing banking supervision activities and assesses their impact<br>on institutional efficiency. The study offers a new analytical perspective on how sustainable funding enhances<br>institutional independence, strengthens resilience, and promotes economic growth.
